Export is the activity of issuing goods outside the customs area in accordance with the Customs Law

Legal basis :

Understanding of Export:

Export is the activity of removing goods from the customs area.

Exported goods are goods that are issued from the customs area.

Exporters are people who carry out activities to remove goods from the customs area.

Export customs notification is a statement made by a person in order to carry out customs obligations in the export sector in writing on electronic forms or data. The form and content of export customs notification is stipulated by the Minister of Finance in this case the Director General of Customs and Excise.

The Export Service Note, hereinafter abbreviated as NPE, is a note issued by the Export Document Examiner Officer or Service Computer System for the submitted PEB, to protect the import of goods to be exported to the Customs Zone and / or their loading to transport facilities.

The Customs Office is the Customs and Excise Main Service Office and Customs and Excise Supervision and Service Office where customs obligations are fulfilled.

Customs Area is an area with certain limits at sea ports, airports, or other places designated for goods traffic which are fully under the supervision of the Directorate General of Customs and Excise.

Export Customs Procedure

Exporters must notify the goods to be exported to the customs office of loading by using PEB accompanied by Customs Complementary Documents.

PEB is delivered no later than 7 days before the estimated export date and no later than before the exported goods enter the Customs Zone

Customs Complementary Documents:

  • Invoice and Packing List
  • PNBP Pay Proof
  • Proof of Payment of Customs (in the case of exported goods subject to Export Levy)
  • Documents from related technical institutions (in the case of exported goods subject to prohibition provisions and / or restrictions)

Submission of PEB can be done by exporters or authorized by Customs Services Management Entrepreneurs (PPJK).

At the Customs Office that has applied the PDE (Electronic Data Exchange) system for customs, exporters / PPJK are required to submit PEB by using the Customs PDE system

Sanctions

Exporting without submitting customs notification in prison sentences of at least 1 year for a maximum of 10 years and a fine of at least fifty million rupiah at most five billion rupiah.

Delivering incorrect, fake or falsified customs notifications is sentenced to a minimum of 2 years in prison for a maximum of 8 years and a fine of at least one hundred million rupiah of at most five billion rupiah.

Not conveying or late submitting the export cancellation subject to administrative sanctions in the form of a fine of five million rupiah.

Incorrectly notifying the type and / or amount of goods subject to administrative sanctions in the form of a fine of at least 100% of state levies in the field of underpaid exports and a maximum of 1,000% of state levies in the field of underpaid exports.

Document checking includes:

  • There are or do not block exporters / PPJK
  • Customs supplementary documents

Compliance with PEB with supplementary documents, proof of PNBP payment, proof of payment of Export Levy (in the case of Export Duty)

If complete and appropriate, check the fulfillment of requirements (lartas).

If it is incomplete and incompatible, a NPP is issued.

The research document is complete followed by checking the fulfillment of the prohibition and / or restrictions (lartas) requirements:

  • If already fulfilled, published NPE
  • If it has not been fulfilled, the Notification of Document Requirements (NPPD) is issued.

Research on the documents and provisions of the Lartas was completed followed by checking necessary / no physical examination:

If no physical examination is carried out, NPE is issued.

If a physical inspection is carried out a Goods Inspection Notification (PPB) is issued

Physical inspection of exported goods:

  • If appropriate, the NPE is published
  • If it is not suitable, the goods are sealed and further investigated by the Export Document Checker Official (PPDE)

* NB: For activity no.3, namely checking the fulfillment of the prohibition and / or restrictions (lartas) requirements at the Customs Office that has implemented the Export National INSW (Indonesia National Single Window) system, checking the fulfillment of lartas requirements through the INSW portal when PEB will be delivered to Customs Office.
